Medication Administration Regulations
Effective April 1, 2004, New York State Child Care regulations will require all child care providers who administer medication (with the exception of over-the-counter topical ointments, sunscreen, and topically applied insect repellent), to successfully complete Medication Administration Training (MAT). The training will be a total of 8 hours and once providers have successfully completed the MAT, their certification is valid for three years. This training will also count towards New York State licensing/registration requirements.
Prior to taking the medication training, all child care providers must hold a valid CPR and first aid certification. The American Red Cross of Cortland County is currently setting up CPR and Child Care: Health and Safety (First Aid) classes to support providers in meeting the MAT requirements. The cost will be covered by the New York State Child Care Grant for licensed/registered child care providers.
The regulation also requires providers to work in collaboration with and have their health care plan approved by a Health Care Consultant. This can be a physician, physician assistant, nurse practitioner, or a registered nurse. The Office of Children and Family Services is actively pursuing options to help providers with the cost of medication training and a health care consultant. The Cortland Area Child Care Council is also working with the Health Department to develop a pool of qualified MAT trainers.
